If the washer is stopping against the shoulder, then you have the wrong washer, or the wrong bearing. Most likely the wrong washer. This issue has come up on the VMF several times, and the washer was at fault.

Any leads appreciated greatly. My beloved '66 is now in Australia, leaving an empty place in the garage and in my soul. Just want a decent driver, hopefully within 500 miles, more or less, to Oklahoma. Needs to be road ready

The factory cruise control on my '66 looks very different, and is integrated with the dash better. Probably just the factory evolution from one year to the next one or two.

does anyone know for SURE what the stock wheel size is on a 1966 Gaxaxie 500 (352 ci auto 2 door hardtop).
I don't want to dismount one to find out.
are thery 15x6 or 15x5 ?

ANY TIME you shorten a coil spring you make if stiffer. If I were in your shoes, I'd assemble the rest of the car, drive it for awhile. If I didn't like the ride or the height , whatever, then buy a new set of springs that will give you what you are looking w/o a bunch of frustrating experimentation.
