The front bumper is not level, it's low in the back.
Checking the Ford manual, it says adjust it with the eccentric bolts.
Do I need to also loosen all of the other bolts connecting the bumper arms to the frame?

in order to move it at all, yes. All of them need to be loose enough to move under pressure, just not so loose that the bumper is flopping around, Otherwise, you're setting up torsional stress in the bumper and it will eventually crack the chrome in those points if not actually crack the steel. Just loose enough to have to out some "oomph" into moving the bumper.
