65 Galaxie Wagon Tailgate

Does anyone know how to get the large Phillips head screw bolts out from the wagons tailgate bottom hinges? Besides drilling.

Have you tried using one of those manual impact driver tools? You insert the correct tip at one end, hold the tool like a chisel and strike the top with a hammer. The idea is that it produces a quick twist/torque like action like a pneumatic impact tool would.  I Have used one many times and works great every time.
Those screws are likely torqued pretty tight, so you are not likely going to budge them with a Philips hand screwdriver.

Thanks for reply, I tried impact hammer, but even a #4 bit is to small. #4 is the largest size available. On my parts tailgate where I didn't need the hinges I used a sawsall, to get the hinges off I ground out the hnges.it destroyed the hinges , but I got the hinges off the donor tailgate.
   There is a backing plate behind the tailgate that holds the screws, it slides a little, I guess for adjustment. The screws are rusted bad to the plate on my wagon.
  I bought a cobalt drill bit, and am thinking to drill the heads off, make  recess holes, retap(thread) the studs and use lock nuts. These hinges are made of block aluminum , believe it or not.
  I also found a concrete bit (12 inches long) that has Phillips type head that is way larger than a #4 and fits in the screw head.
