1964 Galaxie 500. I am replacing the original seat belts with new. I would like to have new mounting bolts. The bolts have a captured nut in the frame. The bolts are different style for the inside buckel and the outside strap. They each have a smooth sholder before the threads start. One is longer overall and has more smooth sholder. Are these bolts available?

I doubt that anyone makes them. They are a shoulder bolt. I just got a set of belts from Wesco for my '59. They use straight hardware and I have no factory holes.

Long answer:
The non threaded tip of the bolts was done on these cars in most applications, the concept is it make the bolt oriented correctly before the threads from the bolt and nut ever contact. On an assembly line floor there is not a lot of time to get the bolts in and tightened down before the car moves on. The rush caused bolts to not be installed correctly, often times cross-threaded. the solution is to use bolt like the one you described because it's almost impossible to cross-thread them.
Short answer:
a normal bolt will work fine.
Another answer:
if you really want bolts like that, get stainless hardware. thread a nut on to it all the way up to the head and then remove the threads from the tip of the bolt. When you remove the nut it will clean up any thread damage that may have occurred. use stainless so that you are not removing any corrosion protection when you remove the threads.

If you don't use stainless, you can re-plate the zinc at home. I used the info from the following link and it worked perfectly!
