Why?  The "real" truth is because someone wiser and more experienced than me told me to use a proportioning valve.   I do not know if the 1967 Mustangs with manual drum/drum brakes had proportioning valves or not. I might have been able to use a distribution block from a later model car instead, but the brand new ADJUSTABLE PV was only about $40 and was on sale. For me, it made sense to be able to adjust how quickly the rear wheels would lock up in a hard braking situation.
