In my case my pump was new. "Whine" is not the word I would use the sound I had was more of a grone, you know the sound the pump makes when you turn the wheel to full lock? That noise is gone with my new setup.

UPDATE on my "UPDATE"
Finally got to to take the car for a spin after changing out the pump and I am extremely happy with the results. The pump is way quieter and the steering is still fantastic, couldn't be happier.

That is a really impressive update. I wonder what kind of wheels did you use since I'm planning to get myself a set of street tires but undecided if I'll go with Nitto tires or Mickey Thompson.
