Follow up post. Called Ron Francis Wiring today. It was explained to me, that my kit does not include an OD shut off switch because on some cars, circuitry from the dash cluster is incorporated in the OD shut off switch. So, unless you are using the dash cluster from a Crown Vic, you may not be able to add an OD shut off switch.
Fortunately for me, my donor is an exception. Ron Francis Wiring identified the pin out on the ECM, so all I have to do is get a momentary switch and wire it to the correct terminal on the panel. A 12V pulse to the correct ECM pin will turn the OD on or off with each push of the momentary switch. No ECM programming required.

Woo hoo! that sounds like a great outcome. Now that we've finally had seasonal weather the snow has been disappearing at a rapid rate and it may soon be time to get the old car on the road. Hopefully the street sweepers get out soon.
